PUBLIC NOTICE FOR Southwest Sustainable Forests Partnership COMMUNITY BASED FOREST RESTORATION PROJECTS

FEASIBILITY ASSESSMENTS ON THE USE OF WOOD BIOMASS AS A RENEWABLE, ENERGY SOURCE SUITABLE FOR USE IN HEATING SYSTEMS FOR SCHOOLS, PUBLIC FACILITIES, OR COMMERICAL BUILDINGS
The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division), on behalf of the Southwest Sustainable Forests Partnership (Partnership), is seeking proposals that will assist public schools, public facilities and wood product enterprises with assessments on the use of woody biomass as an energy source. EMNRD is also seeking proposals that illustrate support and development of sustainable, community-based forest and wood product enterprises in Arizona and New Mexico.
This request is directed to state, tribal and local governments, communities, businesses and non-profit organizations. Projects must take place in or be directly beneficial to tribes or communities within Arizona and New Mexico.
The Partnership has developed a Notice of Intent form to be submitted no later than May 3, 2004. The Notice of Intent should briefly explain the proposed project; describe project objectives and who the principal partners will be.
Proposalsare restricted to a six (6) page single sided, singled spaced, 10-point type document that includes a complete one-page budget and cover sheet. The original and five (5) copies of each proposal must be received no later than 4:30 p.m., Mountain Daylight Time, May 21, 2004 at the address below. Absolutely no exceptions will be made for proposals not received by the appointed time. Proposals may not be sent by facsimile or e-mail.
EMNRD plans to enter into Professional Services Agreements or Governmental Services Agreements as a result of this Request for Proposals (RFP). This public notice is given pursuant to NMSA 1978, Section 13-1-113. The Procurement Code, NMSA 1978 Sections 13-1-28 through 13-1-199, imposes civil and criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities and kickbacks.
