Job Description

Little Colorado River Watershed Project

 

The watershed coordinator provides staff assistance to the Little Colorado RiverWatershed Program Coordinating Team (PCT) in developing a watershed plan and otheractivities as assigned. The watershed coordinator works effectively with individual groupsand units of government in order to develop and implement Little Colorado River WatershedProgram. Responsible to develop and oversee the implementation community outreach effortsrelated to watershed planning. Initiates a strong public information and educationprogram. Requires professional knowledge of a full range of concepts including communityor regional planning, economic development, environmental enhancement and social issues toprepare, appraise, analyze, evaluate and implement project plans. Disciplines includenatural resources, agriculture or related fields. This position is located at Holbrook,Arizona. The incumbent salary is $31,000 per year. Source of funds comes from theCouncil’s ability to receive grants. The incumbent is a full time employee dependingupon grant funds.

 

Major Duties

Provides leadership in community outreach efforts related to watershed planning. Includes representing Little Colorado River Watershed Program Coordinating Team at conferences, forums and watersheds; developing and disseminating outreach materials to stakeholders and networking among agencies, organizations and individuals. Identifies and assists sub-watershed communities with leadership development, consensus building and organizational development to implement multi-objective watershed strategies.

Watershed Planning. Provides leadership in developing and implementing the Little Colorado River Watershed Program plan through the collection of resource information, identification and clarification of stakeholder concerns, establishment of goals, and supporting locally initiated strategies. Provides appropriate support to engage stakeholders offering networking opportunities.

Coordinates Project Coordinating Team activities. Provide technical support to the PCT. Assist PCT chairperson to prepare meeting agenda and coordinate PCT activities to implement project. Provides leadership to develop strong working relationships among PCT members, stakeholders, and other federal, state, local government to constantly strive to reach the Little Colorado River Watershed Program strategic plan.

Contacts are non-routine and made with professional and administrative personnel. The incumbent promotes and sustains interest among individuals and organizations. Purpose of contracts is to persuade, influence, and encourage individuals and organizations with varied interests to cooperate to implement project plans on schedule. The incumbent uses tact, diplomacy, ingenuity and judgment to achieve a working consensus among parties who may have dissimilar opinions.

Directs Little Colorado River Watershed Program. Directs the administration and implementation of the Council grant management system that maintains control, accountability with all funders and contractors. Contract Management. Serves as the designated liaison with funders, contractors and other parties. Monitor continuos contract compliance. Maintains financial records necessary to manage grants. Prepares payment application for RC&D Treasurer approval. Keeps projects on time and on budget. Communicates to both internal and external customers about projects. Provide periodic progress reports and special reports to funders, Council and other parties. Grant Writing. Write proposals consistent with Little Colorado River Watershed Program Strategic Plan to be submitted to government, private, and corporate foundations. Interacts with funders to obtain support for the Councils work and negotiates for the required resources.

 

Knowledge Skills and Ability Required by the Position

Ability to work effectively with individual groups and units of government in order to develop and implement the Little Colorado River Watershed Program Plan. Works well in teams with individuals of diverse backgrounds to complete projects.

Professional knowledge of a full range of concepts including community based planning, resource planning on a watershed scale, economic development, environmental enhancement and social issues to prepare, appraise, analyze, evaluate and implement project plans. Disciplines include: natural resources management, social sciences, community and regional planning, business administration, planning and other related fields. A Bachelor degree with three years experience is required.

Knowledge and skill in oral and written communication methods, techniques and procedures to present technical material, proposals, letters, newsletters and other mediums to the Council, sponsors and funders.

Knowledge and ability to use Microsoft word, internet, database and spreadsheet. Ability to learn new programs.

Sensitive to diverse multi-culture cultures and their needs. Uses tact and diplomacy to achieve objectives. Ability to implement Councils programs and services without regard to race, color, national origin, religion, sex, age or handicap.

 

Supervisory Control

The Council provides general information concerning policy and the administrativeframework which serve as the principal basis for management control. The incumbent followsLittle Colorado RC&D policy and guidelines from the Council. The incumbent of thisposition is under the day-to-day supervision of the RC&D Coordinator. Technicalguidance and direction are received from the RC&D Coordinator. The Little ColoradoRC&D Council Board of Directors will select and hire the incumbent with participationfrom the Little Colorado River Watershed Program Coordinating Team. The incumbentcoordinates its activity with the PCT.

The incumbent exercises initiative and provides leadership in planning, coordinating,and administering of broad functions, projects and must be sensitive to current trends andchanges in the course of exercising technical responsibilities. Work results are normallyaccepted without significant change.

 

Complexity / Scope and Effect

The incumbent is responsible for contacts with federal, state and local agencies whichare in a position to further Council activities. The incumbent is responsible fordeveloping or overseeing the development of implementation of the Little Colorado RiverWatershed Program Plan. The incumbent assesses proposed implementation plans characterizedby numerous complications such as variances in financial bases, conflicting viewpointsamong various groups. Incumbent independently evaluates objectives in an economic,environmental and social context; analyzes comprehensive physical, social and economicdata and determines appropriate criteria, standards and techniques applicable to theassignment in order to strike a proper balance in planning and implementing plans. Thework affects the accomplishment of significant implementation plans in multi-countyservice area.

 

Work Location / Travel

The incumbent work location includes the Little Colorado RC&D service area oneast-central Arizona. The incumbent off ice is located at 51 West Vista Dr., HolbrookArizona. Work is usually performed in an office environment.

The incumbent will travel extensively throughout the area to conduct Council business.Limited travel outside the service area is expected. Overnight travel is limited butexpected as needed. The incumbent is an incidental driver operating a government vehiclein daytime or night time as necessary.

 

Salary

The incumbent salary is $31,000 per year. Source of funds comes from the Council’sability to receive grants.
